Rabina Tindale

Forum Chair

Rabina is currently a Chief Nurse in an Acute NHS Trust. Rabina is dual qualified RN and RSCN with a clinical background in Emergency Care. Rabina has held several nursing leadership roles in Yorkshire, the Northeast and Mid-Essex and London.

Rabina has a strong interest in leadership and development of the nursing workforce and is keen to influence this agenda through her membership of the NMLF. Rabina is an advocate for Human Factors in health care and is passionately committed to the equality, diversity and inclusion agenda.

Rabina has previously been a member and chair of the RCN Emergency Care Association Steering Committee. She has also served on the editorial board for the professional journal Emergency Nurse.

Ivo Carvalho da Silva

Ivo is currently a Charge Nurse Specialist, RN, PGCert, BSc (Hons). He brings a wealth of experience in NHS and private healthcare, with a strong background in Accident and Emergency, as well as diverse medical and surgical specialties. He graduated in 2017 in Portugal and commenced his career in the United Kingdom in this same year.

In the NHS, Ivo started as a Staff Nurse developing into a Charge Nurse. In the private sector, he skilfully managed patients within a Rapid Response Referral Service and assumed the role of Pre-Assessment Lead Nurse, spearheading impactful initiatives that enhanced patient safety and experience.

Ivo holds a Postgraduate qualification in Perioperative Medicine from University College London and has completed a distinguished Leadership Programme with the Florence Nightingale Foundation. Passionate about clinical education, he contributes as a Lecturer teaching about leadership, communication, patient safety, teamwork, and person-centred care. Ivo champions effective communication, active listening, inclusion and diversity, and continuous improvement as the cornerstones of success.

Ivo is committed to the development of leadership within the nursing workforce and believes that his influence as a lecturer, registered nurse, and member of this committee can change the national agenda and empower Nurses and Student Nurses to have a more sustainable future.

Joanna Lyle

Jo has been qualified since 2005 and for last 16 years has worked in Oncology in various roles, including ward sister, clinical nurse specialist, advanced clinical practitioner and currently Nurse Consultant. 

Her current role is a mixture of clinical and strategic leadership looking at new ways to work regionally within Oncology to meet the current national workforce demands.

Jo is currently a UKONs Champion for her region, this enables networking amongst other oncology nurses and allows her to encourage others to raise their own profile regionally and nationally.

Jo has also been part of a steering group for the ACCEND framework for Cancer Care nurses - the group she was involved with was consultant and strategic level of practice. This is now a published and widely supported and endorsed nationally.

Jo is passionate about nurse leadership at all levels.

Eleanor McManus

Eleanor is currently Head of Education at The Christie NHS Foundation Trust, a Comprehensive Cancer Centre in Greater Manchester. She is a Registered Nurse, with a background in Critical Care. She qualified in 2007 and has worked in a number of NHS Trusts across the NorthWest of England. 

She has a strong interest in how leadership behaviours shape culture and is passionate about equality, diversity and inclusion in nursing, health & social care and society. 
She is also a Primary School Governor, a practising Christian and a lover of The Arts. 

Liam Williams

Liam is Executive Director of Quality and Nursing for the Welsh Ambulance Service, with an interest in clinical digital and data led continuous improvement. Liam describes himself as a system thinker where patients are at the centre with their key professionals, often registered nurses, and the system’s job is to help make every contact count and be as efficient as possible.

Liam was previously Director of Quality and System Performance at NHS South, Central and West, Chief Nursing Officer at North Somerset CCG and Executive Director of Nursing for Great Western Ambulance Service. Liam has worked across the commissioning environment of the NHS leading on service developments and transformation programmes at a local, regional and national level. Liam registered in 1998 and worked in respiratory medicine before moving into high dependency care. He has consistently returned to his roots of emergency and respiratory care throughout his career. Liam has also actively participated in the RCN through various roles throughout his career in local and national roles.

Philip Winterbottom

Phil is currently the Head of Safeguarding and Protection or Cygnet Group. He has worked as a nurse and manager for many years in various mental health and social care settings including acute, eating disorders, addictions and managing supported living services including forensic step-down. In the last few years Phil has held safeguarding roles from service level, to regional, through to UK-wide.

Phil is the Chair of the Independent Health Providers Safeguarding Forum (IHPSF), Vice-Chair of the NHS England Safeguarding Adults National Network (SANN) and also teaches to MSc students as an Honorary Fellow of the university where he completed a MSc in Child Protection and Safeguarding Adults. Phil works closely with colleagues across the country, commissioners and NHS England in various networks, including representing the independent sector in different national Clinical Reference Groups and Expert Reference Groups alongside NHSE, the DHSC and the CQC.
