Culture, training and development recommendations
How we're meeting the recommendations of Bruce Carr KC, KPMG and other independent reviewers
See the progress we’re making
We're committed to meeting all 38 recommendations raised through independent reviews of the culture of our College.
4 of these recommendations relate to our culture, training and development. They're helping us to create an environment where members and staff are encouraged and supported to speak up. And they'll guide us as we foster a culture of learning and trust.
Recommendations may not appear in consecutive order.
Recommendation 9
Refresh the Respect Charter.
Progress
Cultural issues will take longer to transform. We have already adopted more open and transparent ways of working and introducing more learning and development for staff. We’ll be using staff surveys (‘pulse checks’) to see what impact these measures are having. Our People and Organisational Development department is planning a programme to address culture across the organisation, encompassing our values, how we work with each other and a review of the Respect Charter.
Recommendation 30
Develop harassment policies and procedures.
Progress
We have agreed to develop separate member and staff policies and procedures relating to harassment. Our People and Organisational Development, Governance and Equity Diversity and Inclusion teams will carry out this work. Progress has been interrupted by the departure of our Chief Operating Officer, which will impact the proposed completion date of January 2024. While this work continues, our existing Respect at Work policy remains in place.
Recommendation 36
Review, and apply lessons from the decision-making of significant governance events (for example in Northern Ireland and Guernsey) and establish a ‘lessons learnt’ protocol to embed in future practice.
Progress
Our recent Fair Pay for Nursing activity underwent a thorough 'lessons learned' review using our existing protocols. From this, further training, templates and guidance will be produced in order to ensure that good practice in governance and decision-making is embedded across all of our activity. This work is on track to be completed by the end of 2023.
Recommendation 37
Make financial governance part of the integrated approach, promote financial literacy across the organisation and a collective sense of value for money assessment.
Progress
The Centre for Public Scrutiny report in April 2020 recommended that we “make financial governance part of the integrated approach, promote financial literacy across the organisation and a collective sense of value for money assessment”. Council members attended a workshop on financial governance as part of their ongoing learning and development. A financial governance roll-out plan for other staff and member groups is being developed and will be in place by May 2024.
